About the Role
Reporting to the Director of Engineering and Development, the Manager of Development Engineering leads a team responsible for the review and processing of the development engineering components of subdivisions, site plans and other development applications, following planning approvals through to assumption.
The Manager works in consultation with the Town Solicitor, drafting, reviewing, and administering development agreements and providing oversight of infrastructure construction, completion, and securities – interacting daily with developers, consultants, and the public while assisting and supporting the department in the completion of corporate initiatives.
Key Responsibilities
- Leads a team of engineering staff who are responsible for the review, processing, and approval of development applications, following their planning approvals through to the final release of securities and assumption. Supports the Branch in the review and approval of the development engineering components of subdivisions, site plans and other development applications.
- Ensures external submissions and internal circulations for development applications are reviewed to meet compliance with applicable guidelines, practices, procedures, standards, and regulations.
- Enhances policies, procedures and interactions with developers, consultants, and the public on a continuous improvement basis to ensure development initiatives incorporate the Town’s Vision and Values with minimum disruption to residents.
- Meets with developers and consultants to provide guidance during the pre-consultation and submission process through to final acceptance or assumption.
- Leads traffic and transportation Staff, who are responsible for the identification, initiation, design, review and implementation of municipal traffic and transportation infrastructure related to development, capital projects and municipal needs.
- Sets annual Branch objectives consistent with the corporate Strategic Plan, Division, Department, Branch, and Business Unit, plans, objectives, and targets.
Qualifications
- Professional Engineer with P. Eng. designation from the Professional Engineers of Ontario (PEO), or Post-secondary education in Civil Engineering Technology with a Certified Engineering Technologist (CET) designation with over 10 years of relevant experience, with 3+ years in a supervisory or management position.
- Experience and working knowledge of municipal infrastructure design, drafting, plans review, asset management, technical reports, Municipal Class Environmental Assessment process, master planning, development, stormwater management, lot grading, municipal development agreements, and contract administration and inspection of municipal infrastructure projects.
- Knowledge and experience in preparing and presenting annual objectives, business plans and work plans and budgets, including report generation to senior management and/or Council.
- Knowledge of applicable legislation, bylaws, legal proceedings and the ability to interpret legislation such as The Municipal Act, Planning Act, Accessibility for Ontarians with Disabilities Act (AODA), Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Occupational Health and Safety Act, Employment Standards Act, Construction Act, Ontario Building Code, Highway Traffic Act, Clean Water Act, Conservation Authorities Act, Rail Safety Act and other related legislation and regulations.
- Strong customer service, interpersonal, consultative, conflict resolution, negotiation, problem-solving, and analytical skills.
- Excellent verbal and written skills.
- Experience in and ability to present information to staff, Council, the public, committees, community organizations, agencies, and user groups.
- Ability to develop and implement policies and procedures to contribute to corporate strategic objectives.
- Working knowledge of software systems specific to the requirements of the Branch such as water, sewer and stormwater modeling, GIS, and CAD. Proficient in the use of MS Office (i.e. Word, Excel, PowerPoint, and Outlook), and other technology required for the day-to-day administration of the role.
- Valid Driver’s Licence and reliable transportation.
