ABOUT THE ROLE
Reporting directly to Council, the CAO will provide effective advice and support to Council, implementing their direction efficiently, recognizing their priorities, strategic plan, and legislative requirements.
The CAO will provide energetic, creative leadership to a senior team who lead the departments of Corporate Services; Finance; Parks, Recreation and Culture; Planning and Development; Protective Services; and Works and Engineering with over 120 full-time employees, a $24 Million operating budget, and an $18 Million capital budget.

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND ABILITIES
- University degree in public administration, business, economic development, planning or the equivalent in education and experience with 15+ years as a municipal/public sector leader, business innovator or strategist and extensive knowledge of municipal policies, by-laws, statutes, acts and regulations.
- Track record in organizational development – implementing and managing change, able to break down silos, structure effective teams and build programs to attract, reward, develop, train, inspire and retain employees.
- Confident, creative, innovative, entrepreneurial, results-oriented, transformational, visionary people leader and teambuilder with exceptional interpersonal communication skills and the ability to inspire and motivate others, lead initiatives, and explore innovative solutions.
- Ability to formulate a vision, set short- and long-term goals and deliver on key metrics, projects, and priorities. Strong, political acuity, able to build relationships with community & business leaders, educational institutions, developers, media, and other levels of government to foster growth, investment, progress, and diversification while balancing community needs and interests, preserving Port Hope’s heritage, culture, and agricultural roots.
- Passion for community development, engagement, and innovation, with solid knowledge of current issues facing municipalities, including Equity, Diversity and Inclusion, climate change, affordable housing, urban downtown development and changing government policy.
- Strong analytical, creative problem solving and decision-making skills – a willingness to step outside the box and work with energy on new ideas, navigate around obstacles and work with limited resources to achieve results.
- Exceptional strategic communicator, networker, and presenter, able to relate to any audience and utilize strengths in negotiation, persuasion, conflict resolution to advance Council’s direction and facilitate Port Hope’s growth.
- Understanding of the economy, geography and culture of the Port Hope area and Eastern Ontario would be an asset, as well as an excitement to work with Council as a key driver of Port Hope’s growth and change.
