ABOUT THE TREASURY BOARD SECRETARIAT
The Treasury Board Secretariat leads the Government of Ontario’s efforts on accountability, openness, and modernization, delivering good government and excellent public services as effectively and efficiently as possible.
The Treasury Board Secretariat:
- Plans expenditure management and controllership through the Treasury Board, including support and due diligence for decision-making related to capital.
- Oversees labour relations between the government and the Ontario Public Service and the broader public sector.
- Oversees corporate policy and agency governance to support accountability, openness, and modernization.
- Performs internal audit functions and internal Human Resources policy functions.
The Centre for Public Sector Labour Relations and Compensation (CPSLRC) supports ongoing union-management relations, represents the Crown as the employer in collective bargaining, and manages grievance resolutions in the Ontario Public Service (OPS).
The Centre provides labour dispute contingency planning and strategic policy advice on total compensation, including pensions, benefits and pay.
The Centre is also responsible for managing legislative initiatives concerning executive compensation in the Broader Public Sector (BPS) and managing relations with external compensation stakeholders and insurance appeals committees.
THE ROLE
CPSLRC is seeking an experienced executive to lead the Employee Relations and Negotiation Division (ERND).
Reporting to the Associate Deputy Minister of CPSLRC, the Assistant Deputy Minister (ADM), ERND, is responsible for leading strategic labour relations matters related to human resources, grievance administration, OPS collective bargaining negotiations, and significant Broader Public Sector (BPS) matters, as well as providing advice to ministries on their multi-year strategic planning.
The ADM, ERND will focus on OPS labour policy integration and strategy and continued focus on building a strong organizational culture and strengthening key relationships with bargaining agent leaders, senior public servants, and elected officials.
The ADM will champion government transformation initiatives to find efficiencies and savings while avoiding potential labour relations issues.
The ADM will lead a large team managing a complex and highly political mandate, with numerous high-profile initiatives and fiscal impact priorities.
This is a critical period for enterprise collective bargaining, and this role is essential to the Ontario government’s success in bargaining.
CPSLRC seeks an ADM with expert knowledge of labour relations in a public sector unionized environment or large-scale organization with a high degree of union presence and negotiations, expertise in high-profile policy work and a visionary leader with a collaborative leadership approach.
KEY RESPONSIBILITIES
- Oversee five labour relations and negotiation-related branches that provide services, advice and strategies across the OPS and BPS. The branches are led by Directors – Executive 2.
- Provide strategic advice to the highest levels of the Ontario government (Deputy Minister of Treasury Board Secretariat and the Secretary of Cabinet) on directions and mandates for labour relations mandates, labour disruption contingency plans and collective bargaining negotiations strategies.
- Provide strategic leadership, advice and guidance in the development and implementation of corporate directives and policies related to key government commitments on labour relations and compensation, and fiscal responsibility.
- Provides strategic guidance and direction on OPS oversight involving fiscal complexities and labour relations, including OPS collective bargaining, BPS collective bargaining.
- Provides leadership on human capital governance including modernization of OPS-wide FTE management practices.
QUALIFICATIONS AND EXPERIENCE
This role requires a seasoned labour relations executive with experience providing strategic leadership to high-performing teams while fostering a diverse and inclusive workplace.
The successful candidate will be an effective communicator, negotiator and consensus builder who can work collaboratively with internal and external partners and stakeholders.
Excellent knowledge will be required in the areas of:
- Collective bargaining, labour negotiations, labour relations strategy, oversight, and compliance.
- Large dynamic and complex organizational structures, oversight, and governance mechanisms.
- Labour relations policy and program development, fiscal planning.
EXPECTATIONS OF THE SUCCESSFUL CANDIDATE

- An experienced senior executive with strong knowledge of institutional operations, decision-making structures, and experience in navigating legislative and policy environments.
- Must have a high degree of political acuity to strategize and make connections within ambiguous situations with multiple sectors and stakeholders to provide horizontal decision-making and creative problem-solving.
- Maintains a longer-term strategic perspective and can identify opportunities for change and transformation, initiating key projects to drive the division and enterprise toward achieving the government’s mandate.
- Demonstrated experience providing strategic advice and support to political leaders, organization heads and/or other senior executives to advise on enterprise impacts for multi-million-dollar mandates.
- Manages resources within the division to continue providing the government with the best strategic advice while managing complexities of the critical work surrounding government labour relations and negotiation.
- Demonstrated ability to effectively communicate a vision, set strategic direction, and establish priorities.
- Seeks opportunities to collaborate with ministries across the OPS to enhance oversight of collective bargaining in the BPS.
- Leads consultation networks with all internal and external stakeholder groups, including bargaining agent leaders, senior public servants, and elected officials, and engages partners from across the OPS and BPS in developing labour policies, programs, and initiatives.
Salary: $192,199.00 – $242,139.00 Per Year
